I for one do not like seeing our atmosphere and waterways polluted by fireworks.

Time and materials are an infinite resource. You're not giving a specific context. Human time may be limited, but we have billions of humans. Our present resources may be limited, but our planet has plenty of materials left for us to use.

As for the government, they could propagate the idea that fireworks are a useless tradition that must become obsolete if we wish to maintain a natural balance between people, animals, and Earth as a whole.

The thing is, you can't have massive change overnight without large quantities of wealth and value slipping from one sector of the economy to another. Politicians won't stand for this huge shift. Think of the tens of thousands of people who have been killed by drunk drivers. I believe the prohibition of alcohol was a good idea. However, Americans resorted to their age old cry of freedom. Freedom is good, but you simply can't trust the collective with infinite freedoms. A portion of the people will abuse their power, just like a few people continue to brew their perversion underground during the prohibition.
