Well, you could try to check if there are mods which might overwrite Ordinator's cell edits in SSEEdit:
If there are any, just place Ordinator after them in your load order.
Also, you can just place Ordinator last in your load order.
However, if you did not install any mods or change your load order, this can't be the cause.
You can try to see if the mod works as intended in a new game. (Alternative Start or Skyrim Unbound mods make it way faster to do. You're also going to need a couple of console commands.)
