How come there isn’t a “Little African-America” in every state? Did centuries of oppression by Whites ruin Black economics?

Black communities also have senses of community politically and economically and in Black neighborhoods many small businesses are owned by Black people. They may not feel as distinct because Black culture is a more ingrained part of American culture compared to Chinese or Dominican culture and there is no language barrier. Pretty much anyone can own and operate a bodega, but only an Ethiopian is going to open an Ethiopian restaurant or an Ethiopian grocery store.

Now that life is more expensive more than it’s ever been, it seems like Blacks have been cheated in the worst way

Part of the reason for this is that for so long (and still in many ways), Black people have been locked out wealthier communities and avenues for social mobility which led to the formation of Black neighborhoods and communities and when an insular community starts poor and is primarily connected to itself, it's hard to increase the overall wealth of the community. Like you said, "centuries of white oppression have ruined black economics."

Immigrants, on the other hand, often come to America already possessing the education, connections, or money necessary for financial success in America and don't face the same pre-existing issues the African-Americans do, so the communities are wealthier, including African immigrant communities. This That being said many immigrant communities, especially Hispanic ones, are fairly poor.
