If you actually read the article, http://subject.med.wanfangdata.com.cn/UpLoad/Files/202003/43f8625d4dc74e42bbcf24795de1c77c.pdf, they state they only look at mild cases. They only had one person become severe. Everyone else left the hospital in 9 days max.
Hydroxychloroquine in the other studies is being used on SICK people, ones who are in the hospital for weeks. It's being used on intubated/struggling patients. https://www.medrxiv.org/content/10.1101/2020.03.18.20038190v1
They're not even looking at decompensation because they only had one person decompensate in this study. They're looking at viral load. Other reports have shown that a small percentage of people still have detectable viral loads after leaving the hospital.
TLDR this study looks at not-very-ill people for a short period of time looking at viral load whereas the other studies where the drug shows effect looks at people who actually need serious treatment and their clinical outcome.
