No, being good to ones neighbour only applies to Muslims and within the inner inclusive circle of Muslims. The traditions of Sunnis say that they should humiliate, denigrate non muslims living in their lands, as a sign of their humiliation. That they shouldnt say hello to them, and that they push them to the edge of the cliff ( which is a metaphor for pushing them to the edge of their comfortability ). And even smacking them on the back of their necks to agitate them.

Who is one's brother, it is stated that it is one's brother in humanity.
