It’s not normal for you to live in an HOA and walk around policing other people in the community. There’s 500 houses in my community. I would have zero clue who lives in my community and who is visiting and possibly “gasp” taking photos outside. It’s not even technically the truth that she has a right to tell them leave. She doesn’t. She can call the police and try to get them trespassed or complain to the HOA itself. But just because she lives in the community? She’s not the HOA, she’s not the manager, she’s another resident who has zero authority to question others.
