Let's talk about NC Max.

I'd start by reducing the damage of the AV weapons and make them similar to how the Fractures work. Extra ammo, less damage per bullet. Increase the velocity for all of them. You can apply this to the Rocket Launchers as well. Dumbfires are way too slow to shoot tanks (have in mind I'm a tank driver and I think they're a fucking joke). Fractures need to get buffed no matter what (not saying this because I'm TR, I use all of them) and Fractures are just pathetic. The random drop that they added along with the bad velocity which is bad even with Lockdown isn't really helping. Damage is low so even if you hit it doesn't mean shit, but that's fine if you can consistently hit (which would be possible with more velocity and that drop removed)

The damage that one MAX does should be dealt by 3 MAXes.. If they reduce their AI capabilities, then I don't see a problem with reducing the cost back of the MAX to 300 or so. Of course if that happens they'd have to buff their health a bit because killing MAXes is actually fairly easy if you're not alone. The main problem is the NC MAX. If you try to peak somewhere and don't go away instantly, you're done. Even if you do that tho, slugs can one shot you. No other MAX can do that.

Let's not forget that you can reload behind the shield. Also, if you're facing an NC MAX with the shield and you die while his shield is up or you alt tab, the game gets bugged so the shield is 24/7 up while it's not really up so the MAX can shoot you while his shield is up, you get no hitmarkers on that shield whatsoever and it never runs out.

Infantry AV was supposed to get nerfed a while ago, along with the Tankbuster. I wouldn't touch the overall damage of the tankbuster, but changing it so it take 2 seconds longer to unload would give us a change to fight back (at least against the bad ones). You can die in less than a second which is a fucking joke. It doesn't even matter if they hit you on the front instead of the rear. Tankbuster anywhere + one Dalton and you're dead (which is fine, but it should take longer to do). That's like my Vulcan dealing the damage that it deals in like 2-3 seconds.

Not a fan of this website but when you see such a huge difference between weapons, then you know something is wrong. A graph is not even needed if you play this game every day. They're close 0 Fracture MAXes, some Vortex and Ravens are at every base.
