In light of RA88's recent post I'd like to offer up this little bit of advice on Tolerance to Unresolved 'Shenpa' by Dzigar Kongtrul Rinpoche. Full description in comments.

So, this may not be your intention, but many will see this and feel like they are being told the same things that they were told in Shambhala. To look at the problem inwardly and not relate to the problems outward manifestation.

So I guess I am saying it is important to do both. Yes we can look at the inner aspects of our shenpa. But also we can take action in the world to seek out justice, prevent beings from harm, etc.

I guess both can be an escape. Only looking outward we can ignore our internal process. But by only looking inward we ignore the outer issues and may allow harmful things and systems to continue. So I think both are important.
