Williams is Director, Government Affairs, for the Washington Office of the SigmaBleyzer Emerging Markets Private Equity Investment Group. Williams was appointed by USAID Administrator Peter McPherson as chairman of the USAID Advisory Committee on Voluntary Foreign Aid (ACVFA) in 1982. He served for four years.
Mr. Heller has been in the practice of law in Washington, DC since 1974. Specializing in international matters, he is a partner in Heller & Rosenblatt. He was with United States Agency for International Development (USAID) from 1962 to 1972 in various positions, including Director of Programs and Policies for Latin America.
Mr Heller's partner, Rosenblatt "In 1966 became a member of President Lyndon Johnson's White House staff in an office coordinating U.S. non-military and counterinsurgency activities in Vietnam.
