Wyoming already gets the same number of senators despite California having nearly 80X the population. Why should someone in Wyoming have more say than someone in California?

You could've fooled me. Sounds an awfully lot like you were referring to State's equal representation in Congress via the senate and senators.

Or you are saying that based on how the electoral college is setup, that each state gets a minimum of 3 electoral votes (based on two guaranteed senators, and 1 minimum house member) is unfair to larger states like CA, who get substantially more representatives and EC votes.

And the electoral college is not a body or function of the executive branch. If anything, it's a process that interacts directly with the Legislature.

But yes, you were totally talking about the Executive.
