Opinion: $81 fine for man involved in cyclist's death involving dooring was reasonable

So when I read about this accident, the cyclist hit by the car door was not the one killed. Correct?

The cyclist, Mike McIntosh, had been riding west in the bike lane down Esplanade West around 1:45 p.m. PT when he became involved in a chain-reaction crash allegedly caused by a driver who opened the door of their parked vehicle into the bike lane.

This article just says:

A careless driver did not check his blind spot or his mirrors when opening the door to his vehicle, and a cyclist was struck by the opened door. The cyclist died.

The cyclist killed was avoiding the cyclist hit by the door, and careened into traffic. Right? Tragic accident, but the following cyclist should have been able to stop, or was following too close IMO. Am I wrong? Do cyclists not abide by the '2 second rule'?
