Nor is it PR's fault they were conquered by Spain previously whom barely developed the island, thus leaving it underdeveloped, which requiring large spending in the early to mid 1900s to somewhat modernize the island.

Some of my family is from there, despite having decent jobs (Minister and other was a paralegal), no AC in their small home, no internet, usually bottled water as the tap was gross in 2014 when I visited them. Now with the hurricane no power, no cellular, probably limited food as well.

Only the main cities like San Juan, Ponce, and debately a few others had apartments that featured AC as commonplace. Everywhere else on the island you were SOL if you aren't a "rich" mainlander.
