Scammed on kijiji for over $5000. Have the persons license plate. Any recourse?

Small claims court is not as easy it sounds. Once I was scammed and the amount was around 1000$. I went to the website and there were 4 types of fees to file a claim, and I was supposed to pay for the transport and time of police officer who would come to court as a witness. And as per the website it's still unlikely that I would get the disputed amount back. I'm copying the text below from ontarios official website-

An infrequent claimant will pay:

$102 for filing a claim$89 for filing of a request for default judgment$290 for setting a date for a trial or an assessment hearing$120 for filing a Notice of Motion for an Assessment in Writing

Other expenses

Depending on your case, you might have to pay for other expenses like travel costs for witnesses or interpretation services.

The judge might order the person you are suing (“the defendant”) to pay some of the costs if you win the case. If you lose, you might have to pay your own costs and some of the defendant’s costs.

Even if you win, the person or business you sued may not pay you or return your goods. If this happens, you will need to enforce (attempt to collect) the judgment, which also involves fees.
