For a nation to declare war, it must have that structure.

The headline is obvious hyperbole and figurative language, as is often used in newspaper headlines to grab attention. The fact that they used the term Judea, a reference to the ancient Jewish state that hadn't existed for 2000 years, shows that the editor wasn't making this a secret.

In 1920, Adolf Hitler publically announced the 25-point National Socialist plan for Germany.

Here are some selected points:

• Only a member of the race can be a citizen. A member of the race can only be one who is of German blood, without consideration of creed. Consequently no Jew can be a member of the race. -All citizens must have equal rights and obligations.
• Whoever has no citizenship is to be able to live in Germany only as a guest, and must be under the authority of legislation for foreigners.
• We demand land and territory (colonies) for the sustenance of our people, and colonization for our surplus population.
• We demand that the state be charged first with providing the opportunity for a livelihood and way of life for the citizens. If it is impossible to sustain the total population of the State, then the members of foreign nations (non-citizens) are to be expelled from the Reich. -Any further immigration of non-citizens is to be prevented. We demand that all non-Germans, who have immigrated to Germany since 2 August 1914, be forced immediately to leave the Reich.

Translation:

A German is a citizen because of German blood, without consideration of creed. Jews cannot be citizens because they are not members of the race, not because of their religious creed. Jews will not be allowed to keep their German citizenship. Non-citizens do not have equal rights to citizens. Therefore, Jews in Germany will have their rights taken away. Furthermore, Germany will demand land for colonization of their surplus population, therefore the millions of Jews in those adjacent lands will have their citizenship and rights taken away. Jews are to be deemed as guests under separate legislation and subject to be expelled from Germany and its conquered territories at their whim.

• The right to determine matters concerning administration and law belongs only to the citizen. Therefore we demand that every public office, of any sort whatsoever, whether in the Reich, the county or municipality, be filled only by citizens. We combat the corrupting parliamentary economy, office-holding only according to party inclinations without consideration of character or abilities.
• We demand the nationalisation of all (previous) associated industries (trusts).

Translation:

Jews have no right to participate in matters concerning law or any representation of themselves in the government. All businesses can be seized by the state.

In 1933, the same year Jewish people started boycotting Germany, discriminatory laws were being passed.

The Law for the Restoration of the Professional Civil Service, passed in April 1933 says:

• Political opponents of national socialism should either be forced into retirement or let go from their jobs. (All Germans who disagree with the machinations of the Nazi Regime are to be fired.)

• Officials without "Aryan" heritage were those who had even just one Jewish grandparent (in contrast to the way the Nuremberg Laws of 1935 regarded such people, as "quarter-Jews ("Vierteljuden")). They could be let go or prematurely forced into retirement.

Remember, laws are only passed after years of social change. This didn't happen suddenly. The Nazis made this a matter of ethnicity, not religion. Ethnic Ashkenazi Jews around the world were seeing their own people succumb to socially and legally-institutionalized discrimination from Germany by 1933... And you think that a newspaper HEADLINE is proof that the Nazis were the victims? That the Jews declared this war? Give me a break.
