Should University tuition fees be free, such as in Scotland?

I'm German and that link is completely wrong about Germany, it says my state has tuition fees "as little as 500 Euros" but in actuality it has no tuition fees at all, apart from an administrative fee of around 100 to 200 Euros per semester. Other than that, I pay no fees at all. I am 95% sure that applies to all other states as well.

Also, master degrees are also free (apart from the administrative fee). They say master degrees cost up to 3000 Euros per semester, but this is again not true.

Maybe the article is for non-EU citizens seeking to study in Germany, it's not exactly clear, but it makes it sound like Germans and EU citizens have to pay tuition fees when in actuality we really don't.
