Nor did I say that having a parliament and an Emperor was the only condition to being a centralized state they were contrived, off the cuff examples. Ultimately the point is and was, and you seem absolutely incomprehensibly incapable of grasping this, is that states in the HRE were sovereign states. Bavaria, Saxony, Prussia, and Wurrtemberg were not; Germany was a sovereign state and those four kingdoms and their constituencies had no sovereign status in their own right. Ultimately they all bowed to the laws of the centralized parliament universally, were subject to the military decisions of the State along with economic and political decisions. That is why the German Empire was a centralized state; yes Bavaria had a unique level of independence notably in their military uniforms, leadership, and their postal systems and such. However they were not even close to an independent actor.
You never mentioned federal states in your original post. You very explicitly stated 'ruled over the kingdoms' - that is, suzerain or sovereign, which was exactly the situation in the HRE. Yeah, if you change your post, what you're saying makes a lot of sense. Too bad that that's not what you'd written.
