Stay loyal or Go Rogue?

Depends from the point of view. Statistically speaking, a lot of them would become depended on each other. They would have to. Some bad groups would be perfectly capable of sticking together. Some are even loyal to each other. Plenty of reason in a real world for that.

I can partly understand for example what has caused Keener to go Rogue. Not that I agree with everything he has done as he was pretty mental at some points, but his original reasons for going Rogue were pretty clear and I can sympathize with that (and in this case personally I wouldn't go Rogue).

The above didn't make him suddenly a bad guy as such, not like suddenly he stop feeling human emotions and was incapable of friendships, as loyalty can only go so far. But later actions definitely did.

I also think that at some point Dragov (and I think Kajika too in comms) wanted to know why the agents were protecting the rich. So not everything was so peachy with Division as such at that point and I'm not sure if we can define that as "good" (as an example).
