They never said they sold 7 million copies, they said they hope to eventually sell 7 million copies. The best estimate for all platforms, assuming that you are correct and Ubisoft purchases make up about 60%, puts total sales at about 5 million.

That puts it at about 4-5M if you assume that Steam is 40% to Ubisofts 60%.

Now onto your statements that the hackers only make up 3,800 of 2 million. This is a stupid comparison and I don't know how you managed to type it and press enter. Even if the game sold 2 million copies on PC, which it may very well have, there have never been anywhere close to 2 million active users. The average active users over the last month, which is the highest that it's ever been, is 14,119 (with a free weekend which inflates numbers) ( http://steamcharts.com/app/359550 ), lets again go with your assumption that steam makes up 40% of PC users, this puts average players at about 30,000 (over the last month, with inflated numbers), give or take a few thousand, over the past month. Now, since the latest DLC 3,800 people were banned by Battleye. You do the math. It is not a matter of 2M vs 3,800 but 30,000 to 50,000 (The reason for the disparity here is that we can't know the total consistent players) vs 3,800. Because in order to get banned you have to log into the game and try to play with your hacks on.
