Strong advocate for shotguns here. The problem imo is that there is too much special ammo, not that shotguns are too strong. Using scarce shotgun shells should be a much more difficult tactical choice than it is currently.

If shotgun ammo was less plentiful, players would play more aggressively and leave “shotgun dens” in search of kills, leaving players who aren’t also good with primaries at an extended disadvantage. But if you walk into a perfect shotgun ambush, that should absolutely be a one-hit KO, and I don’t think power weapons should be “conservatively introduced” as in a game like Halo. Having your guns everywhere is what makes Destiny so delightful.
