TIL German animal protection law prohibits killing of vertebrates without proper reason. Because of this ruling, all German animal shelters are no-kill shelters.

Just Texas by itself is almost two times larger than Germany. And I'm not saying that to talk shit on Deutschland...I studied German for 10 years (4 years of high school + 4 years in college) and moved to Freiburg for a year to study psychology there because I love their culture and language. It was one of the best years of my life thus far. It's just the reality that being a significantly smaller nation means it's more easily achievable to do something like this. There are ~5 million puppers in Germany, while there are ~78 million puppers in the USA. There are approximately as many dawgs in the USA as there are people in Germany (~80 million).

That being said, I still think it's admirable and should be a goal of the USA to strive towards (just like health care for it's citizens). Doggos would give their lives to protect their human friends, so it's only right that we humans implement policy to protect the lives of all doggos here too.
