The dates in your quote, read the quote you used again. It is from October 16th, he says he arrived 2 weeks prior. This was explained in my original post. The Hurricane hit a good amount of time before the person you were quoting arrived on the scene. FEMA was in Puerto Rico for Harvey, but they were not there in the thousands and the resources they had were not enough for a full scale disaster that Maria turner out to be. The problem that many are reporting is that the FULL response of FEMA took about a week. They had been preparing before Maria because of Harvey but the resources that they had at the time were inadequate. Your original posted quote was from the military yes but it supports the other users statement because it shows that their arrival 2 weeks after the hurricane hit is in line with many people claiming that full support was delayed longer than it needed to be.
