Because they don't need to actually see your ODO. You are self reporting "estimated mileage" every year. So when you're inevitably in an accident, the shop will log the ODO and the insurance company will see things are nowhere near matching up, and that you've been lying. And they've got the checkbook, so it's all on you to prove that you've been honest, which you haven't been.

So not only did they get all your premiums over the years, now they get to deny your claim and void your contract!

This is literally the best case scenario for them. Free money. Why would they ask you to submit a photo of your ODO when they hope you'll lie about it so they can fuck you in the ass later?
