I'll tell you what Net Neutrality will spell for this situation. There will be one choice and one price. Santa Clara county had the choice to pay the amount to not be throttled but they refused to pay it. So they were throttled. Yep, that was bad. Vital services should not be throttled. But they will have to pay for that service. Now they will pay what they should have paid in the first place. Maybe this is what county services wanted? No choice for a cheap version. Now they all have to pay for it. This is the reality of this situation. It isn't us against Corps. It's forced choice between us and the owners of networks. You can't legislate that away.
