Vienna bans the unvaccinated from restaurants as national cases surge

There is tons of help. Die Gruft, Caritas, die Johanniter, Samariterbund, Rotes Kreuz, Neunerhaus, FSW, ViziWerke, Schwester Grata, das Haus Miriam, the list goes on and on. A hospital that expressly helps the homeless, also AmberMed. Already in 2009/10 Vienna started adding more places to sleep in winter - there are over 1,600 places. Lots of services to help the homeless get a temporary apt and then a more secure one. The "immigrants" you refer to are the economic migrants whose asylum was refused and who stay here illegally by choice. They are perfectly free to go back to their home countries on flights paid by the government. The ones waiting for decisions on their asylum are supported by the government, often for many years. I've worked with them for 6 years. No one here pretends to live in Utopia. I suggest you save your money and head to L.A. and there you will see the true hell of homelessness. Good luck getting your feet back on the ground and into good accommodation.
