Could there be more people that have not contacted the virus yet, then the ones who have?

Also the people who have been infected, have recovered but more are still waiting for symptoms to show, before isolating. Meaning that they have also spread it already?

I’m petty sure most the people around me where I live, have been very careful. I’ve been off work for about 3 weeks now, only go shopping once a week, and wash my hands and remove my shoes as soon as I am home, so one day I may also catch the virus, but at the moment my city seems quite healthy. No one near by have gotten the symptoms as of yet. We are all very scared and doing everything we can to not get it.
