I agree with you that transition should be much more on the table for kids who have serious persistent dysphoria from a young age, but I also think it's (unfortunately) a little less cut and dry than that. Older studies on kids like that, where they use an approach of waiting to see what happens as the kid gets older, seem to find that anywhere from like 50-90% of them desist and are just gay.
I do ultimately agree with you though, especially with there needing to be a hierarchy of different "categories" (or whatever we ought to call it) of trans people re: medical care, and with increasing levels of obstacles/screening through those categories — I just wanted to mention that because it complicates things :(
