Depends on the policy, call your agent and ask.

Your premium would likely go up, but not by that much. I wouldn't stress out about it. Home owners premiums aren't quite as sensitive to smaller claims as car collision policies.

If they let you make a claim, they will probably require you to cover the deductible, but this also depends on your policy. Call you agent.

Yes they have a say in it, but they should factor in that the tree dangerous. The HOA might not be the only red tape for removing a large tree. Sometimes there are city or planning board approvals that have to take place (your licensed, bonded, insured tree removal company should be able to help). I wouldn't stress out about the red tape. There's always red tape, in my experience it's quickest and least painful to just identify it early, fill out your forms, pay your fee, and move on with your to do list.
