I realized that most people, male or female, will say "we should hang out sometime" but never really meet up because we're all too lazy to actually schedule and plan it. So now, when a guy asks me out on a date or if I want to ask someone out on a date, I immediate set up the time and and place.

Ex: Him: "Hey, do you wanna go grab some drinks?" Me: "Sure! When should we go?" or "Do you know a good spot?" or "Yeah, what kind of drinks do you like? I know this brewery nearby"

If you're sick of people suggesting to do stuff and not following through, you can do some legwork and set up a time a place. If they're still being ambiguous and flaky, they're probably not the guy you want to date anyway.
