na it's cos when a cop shoots someone here they are immediately investigated for murder. So they try to avoid doing it. Recently a guy robbed a pharmacy and then waited to ambush the responding cops. He got OC sprayed a couple of times and is on video trying to carjack bystanders and trying to stab them through the window of the car. The OC clearly was getting the job done and they don't have tazers so instead of gunning the piece of shit down they nudged him off his feed with a subaru and arrested him. Definitely saved his life. 3 cops were charged with assault. When I suggested they should have just shot the waste of space they said na rather be charged with assault than murder.
