In the 1800's, when a Royal Navy ship had a mutiny or a near-munity. The Admiralty would, after the ringleaders had been hanged, disperse the remaining sailors into other ships of the navy. The thinking being that there should be no chance that this could be permitted to happen again. All of Uvalde's law enforcement rank-and-file need to be scattered into other departments in other cities far away from where this tragedy happened. The cancerous thinking that permitted these 19 schoolchildren to die needs to be dispersed into better-trained, more professional organizations where their apathic, fearful reflexes can be trained out of them by being in daily contact with hopefully braver, more committed officers.
