No, the reason you have trouble obtaining honor 5 is because you aren't honored a lot.

  • Them reporting you isn't getting you punished because performance is incredibly unimportant in being punished (there are people with 100's of games actually intentionally feeding in ranked with nothing done about it).

  • The thing that performance DOES affect is the frequency at which you get honored. I can be fairly condescending and even straight yell at people, but because of the frequency at which I can carry games, I'll get a 'Great Shotcalling' if I want it. It is also much easier to maintain an honor level than to gain it, so if I level an account to 30 and play my placements, I'm already lvl 4 or 5.

  • tl;dr: It's not because people reporting is holding your honor back, it's that you just aren't getting enough honors.
