Wow - this is "how to be a politician 101" type of reply.

The pattern:
1) Start soft
2) Build rapport
3) Hard edge delivery
4) Pause
5) Hard edge delivery
6) Retreat to safe ground
7) Attempt to reestablish connection via soft topics that will lessen the blows of the hard edges

Break down what he said:
1) "I think it's always important to exchange views with people no matter what their perspectives are." Cool - I think most people would agree with this. Softball approach - lulling you into relaxation and getting you on his side.

2) "I think we have a lot of problems in society and we have to find ways to talk to people...." Cool - I think most people would agree with this. Another softball, attempting to build connections/empathy with the listener.

3) "...where not everything is transparent." here come the edges....not sure most people would agree with this but we certainly see this everyday not only in governments but also corporations and families.

4) "Libertarianism isn't synonymous with radical transparency." Ok....sure. Back up from the previous harder edge....right before this next part.

5) "That's often an argument that the Stazi would make...." Wait....WTF? Did you really just compare people advocating for transparency to the Stazi? Holy shit dude - if you're "exchange of views no matter their perspective" involves dismissing their views by comparing them to the Stazi, FUCK YOU!

6) "....where everything had to be monitored by society..." well you know, they were shits and had abused their positions of power on repeated occasions so that's not even close to an unreasonable standard. But way to go with the continued condescension.

7) "I think often you have the best conversations in smaller groups where not everything is being monitored." Actually this is true...he's retreating to safer ground to soften the blow of the super hard edges he just delivered.

If you've ever been in larger groups, very little actual work gets done in those large meetings. The real work is done with smaller groups but then is presented to the larger groups. However, in light of your dismissals and comparisons above, this should be ignored.

The rest of what he said is just fluff.
