Can I charge my landlord for my space heater?

It's great where I live. Electricity is included, but our building's Daikin split ductless HVAC system is so shity it crashes every winter. This past winter storm caused a component I'm one of the roof units to explode. There's a whole bunch of my neighbors with space heaters right now provided by the management (like they've needed to do every year) because the parts they need come from china. the system also crashed a few years ago because people were artificially heating their apartments because it was too cold. The reason is because the thermostat takes the average of the heat in each room and will only send more if the average temperature drops below 68 in all three rooms. We also have no control over the heat or air conditioning. It will cool to 75 degrees in the summer and heat to 70.
