This. 100%. I think this has been the case in Washington since at least the end of World War II, as best as I can tell. In fact, I think it's so pervasive and transparent anymore, I don't think this government is very good at keeping their intentions or what they're up to a secret. They tell you their actions by claiming it's what their adversaries are doing. Personally, I call it the 180° Truth Turn.

More broadly, I think this is really just a general human trait when cognitive dissonance reaches a critical threshold. In some manner, I think it releases pent-up psychological stress on the part of the projector. As I've seen this behavior directly, by way of people I've known, but also in politicians and sociopaths like serial killers as well. Also, DARVO is a well documented codification of the process—under certain circumstances.
