CMV: Any product that can be sold in paper/glass/metal packaging should required to be.

Disagree. Energy cost to produce isn't the only factor to consider. Energy can be made cleaner. Plastic can't be. When plastic ends up in our land fills it will sit there for 500-1000 years. It ends up in our water and soil indefinitely.

Paper is biodegradable and safe for the environment so long as forests are properly managed. The source (trees) are renewable.

Aluminum is easily recyclable and relatively low cost to produce because aluminum melts at such a low temp. It doesn't degrade but it is completely inert if it does find a way into a landfill.

Glass is probably the worst of the best, in that it is heavy, high energy cost to produce, but it is at least inert when disposed of and has a higher potential to be recycled than plastic.
