Intelligence works mostly overseas or focus on gathering info overseas. Counter intelligence works on countering foreign intelligence at home.
Again, this is wrong. Intelligence is the gathering of information on your enemies. Counterintelligence is concerned with catching those attempting to gather intelligence or to otherwise disrupt their intelligence-gathering efforts. The definitions are the same whether foreign or domestic.
Most of the actions taken in customs raids fall under ICE while CBP does much of the investigatory groundwork.
