What's your guidelines for "unprovoked"and "provoked"are talking about people who admit to having not reason other than cruelty or people who justify horrible acts?

For example a mass shooter may not be mental I'll yet still generally believe the murder of certain people will enacted positive change if they are given the incorrect information.Its wrong and say alot about their intelligence and selfishness but if they believe they have been provoked is that commit an action unprovoked.
