US considering troop withdrawal from Germany, report says

Is this no longer the case? I understand the "Russians win from this" mentality about this and think its a concern for Trump's motivation, but wouldn't this simply force Germany to maybe start ramping up their own military capacity to make up for the decrease in US military presence?

Regardless of what I think of Trump and his intentions, quite frankly I find this hard to be upset about. I think people shouldn't let their hate for Trump make them lose perspective of their ideals.
