Elizabeth Warren's wealth tax would cost Jeff Bezos $4.1 billion in first year

Apologies if this sounds sarcastic, I’m not well versed in economics at all so it’s more of an eli5 question, but does selling his shares bring the company’s value down? Wouldn’t he be selling them to other people, so the ownership is more diversified, but the overall company value stays the same? And if his personal worth is brought down to 50 million, then the tax stops (the threshold is 50 mill). Isn’t that still more than enough worth to live a pretty luxurious life? Or is it all tied up in the company so he can’t really touch any of it?

I’m not saying I’m for the wealth tax at all, these are just the questions that came to mind, I admittedly could be completely ignorant to how it all works.
