He can rally himself to learn more about why your country is fucked and start making personal changes to help. And yes, maybe educate his buddies as well although that is naive to expect.

Not sure why this would "shatter my narrative" as "opportunistic fucks" are not a problem where I'm from. Sure there are a few, but not a mass epidemic of destitute or destructive people that the public would need to arm themselves against. If you think people resorting to opportunistic fuckery is normal, then that blindness is part of the problem. Give the people work and fair wages and those kinds of people will slowly start to disappear.
