No, he never said the words quoted in the title. The tweet is from NewsPunch which is covering an article the DailyWire put out covering an interview Sean Penn did with ExtraTV.
He said if a person chooses to be unvaccinated they should remain home.

It sounds absolutely extreme and no one in their right mind would think arresting the woman was acceptable. So lets compare their coverage with another source to see how accurate it is.

Essentially protestors at an abortion clinic where being intentionally disruptive. It got to the point where protestors began physically blocking people from entering the door. Due to a huge number of complains the local council they set up a *"Public Spaces Protection Order (PSPO)". around the facility on September 7th, preventing people from protesting outside the location. There are signs up around the location informing people of this fact.
