Your average officer is terrible with guns

Wouldn't you need to have some statistics about how your average CCW holder reacts in a real-life situation where there is the possibility of a shoot-out with an armed criminal/mass-murderer to make this statement? For example, if the average officer for the NYPD only hits 18% of the time while getting shot at by a suspect but a CCW hits, lets say, 23% of the time then I think you could make the argument that the trained officer is "terrible". But if the CCW holder only hits 11% of the time then I don't see how you could call the trained officer "terrible", especially in comparison to the armed civilian. Marksmanship results using targets is essentially meaningless for this discussion because everything changes the second you go from dummy targets to real situations.
