Found the fix for microstuttering

So.. It may sound weird, but I'm struggling with fps drops/var spikes for quite some time. 3 days ago, I finally decided to format my PC, reinstall everything along with W10. It worked like a charm... My csgo wasn't that fluent and responsive for ages. My FPS counter was showing almost always 29X fps (when I turned fps_max 0 it went over 400 sometimes on MM) and var was 0.1-0.2 spiking maximum to 1.2.

Yesterday, after the VP vs C9 match, I decided to play another MM, and it was back... Out of nowhere, fps drops to ~100, var spiking up to 5-7 again, like before the PC format. The thing is, I haven't changed anything. Didn't install anything, didn't even restart my PC. It just started performing like shit out of nowhere.

I thought maybe it was some stealth windows update, recovered the last version of the windows (which was the one right after I installed fresh copy), but the shit csgo performacne was still there.

I did what you said, the cpu_frequency_monitoring shows 102.9% all the time (It once spiked at 105.X% over 3 minutes of bot slaughter)

At this point, I gave up trying (tried to work with nvidia settings, things you said, snd_rebuildblahblahblah, nothing works) and I'm preparing to format my PC again, do you have any idea how can I save the state of my PC if csgo runs the way it should?
