that's why fire sprinklers exist. Places dealing with highly flammable materials SPECIFICALLY aren't held to the same standards as regular office buildings for this reason.

Another fact is that most office buildings newly built in the United States have fire sprinklers. I bet this building didn't, despite the incredibly high risk of fire, due to the fact it would cost too much or would've destroyed lots of paper.

Yes this is a terrible tragedy and yes this was an animation studio with a high risk of fire. But having an already high risk of fire doesn't miraculously excuse you when your building goes up in smoke. In fact it should make you more responsible and more proactive in trying to stop fires.

If fire sprinklers were installed in this building and working this tragedy wouldn't have happened on the same scale it did. Would amazing works of animation been wiped out by the water? Yeah, but I'd rather the animation go than the animators.
