I grew up in a very rich town with above average public schools. The vast majority of the taxpayer money went to pet projects like a $20 million state-of-the-art administration building for 20 people. With a dozen conference rooms, big screen TV's, satellite for said TV's, satellite phones for head administrators (not cellular phones because those weren't popular yet, but SATELLITE phones for worldwide use), parties for the administrators with catered food, kegs of beer, pay per view boxing (before MMA)...all deemed as ESSENTIAL for hiring and maintaining quality administrators...

But they didn't have the budget for more schools, we had to make do with buildings meant for 1000 students holding 5000.
