The pregnancy is a result of rape or incest against a minor and the abuse is reported to either social services or law enforcement.
I find elective abortion morally abhorrent, but abortion, in my view, is justified in instances of rape/ incest, threat to mother's life.
This requirement is extremely problematic. What is the purpose of forcing the victim to file a report, other than to create an obstacle for access? It's well established that, especially in cases of minors/incest, that the vast majority of victims are unwilling or unable to report the crime.
I don't think the balance of us get to place that potential burden on anyone by force. If McConnell and co want to ban abortion for victims of rape / incest than they should be transparent about it rather than fat fingering in a bunch of barriers to access.
I guess he's banking that most won't go into the details, and just see that there is an exception for rape, and he's probably right.
