Neighbour keeps saying "my" fence is broken and needs replacing. Who's fence is this?

Wood fences aren't terribly hard to maintain. Obviously don't lean stuff against it, keep it free of wet matter. In your area frost heave affects the quality of initial install, but if that was done right, it doesn't cost a lot to replace a few boards or even one post. Over a long period (think 20+ years), the fence will get replaced. Where it gets expensive is to replace/install the thing in one go, if people aspire to the pristine aesthetic, or you don't have the tools/knowledge for ongoing maintenance.

I find that if I talk through my philosophy of fence maintenance - it will be piecemeal, never look perfect, and I might be totally fine using a secondary layer of wire mesh (I have dogs), it usually scares off the entitled people who want me to pay for their perfect yard. I'm perfectly happy to pitch in a day's labor and use of tools even if it is a fence that the neighbor "owns", which the reasonable folks are happy to accept.
