Oklahoma wants to force private businesses to display pro-life signs in their restrooms. Forcing a pro-choice business owner to display pro-life propaganda would be like forcing an anti-gay church to display gay porn in their restrooms. What happened to freedom?

just because this bill does not specify a penalty does not mean there isn't one. Most businesses are required by various state and federal agencies to display certain information in certain places, and failure to display any one of them will usually result in a fine, my point being that the penalty for failure to display may not be in the legislation for any one particular thing, and could well be covered by relevant statutes elsewhere. This bill reads as follows:

On or before January 1, 2018, the Department shall make available to each facility in this state which is open to the public containing a restroom available to the public, and licensed by the State Department of Health, signage which is to be posted in its restroom (emphasis mine) containing the statement and the website address to obtain the information provided by subsection A of this section.

This will be required by the Department of Health. Failure to display required Department of Health notices likely will result in a fine.
