If this person is as qualified as they say they are and have not landed ANY opportunities in 3 years, yeah I'm going to suggest looking inwards at what they might not be doing right. Is it that they are bad at interviewing? Do they just not come off as personable to whoever may be hiring? Is their resume not up to par? Are they being too picky in the opportunities they apply to instead of applying for anything and everything to just get their foot in? It's like when they say if it smells like shit everywhere you go, maybe check under your shoe.

I'm not trying to patronize the individual but with a negative attitude and mindset like that, that's going to bleed into other aspects of their life too including how they carry themselves and come off to others.
