Simple answer...they look at how many got 1:1 matches and/or top 3. That's success in revolutionizing the process. If you got one of your top 3, you're automatically happy, right?

Reality - there are only a few 1:1 by choice; most did it because both the unit and individual satisficed to get a decent individual, and the individual wanted to lock something in for sure to keep the spouse and family happy. Security in PCS helps, but it was not the #1 choice - it was just to cut down the uncertainty.

Others had experiences with HRC. For instance, in my FA, HRC told one ASCC that they had to take a guy from one region, so they reshuffled, then HRC changed it, so they reshuffled, had a positive 1:1 until the day the marketplace closed. HRC told them a third time to change it, that they could no longer take that guy and he got shafted with no time or options...got something he did not even check as a possibility and no explanation. His wife was livid...and family matters in the decision, especially to retire at 20 or hang on until 24+. This matters in any branch, but especially FAs which have training pipelines. Another had a no 1:1, but a 2:2 match (no other 2:1, 1:2 matches existed) and they gave him #8 after breaking the match.

It makes me glad I have to it 2 times max and then the boots get hung up.
